The RC3 was established in 2008 by regional resilience collaboratives and experts as coordination body at the national level to share information on, and identify regional and community  resilience needs, activities, and potential improvement actions that could help build resilience capacities and contribute to associated policy development and implementation.

Today, the RC3’s mission is even more essential in an era of technological, climate and societal changes that are increasing the occurrence, intensity, and costs of natural and manmade events and creating new threats and vulnerabilities that can adversely impact the interdependent physical and cyber assets, systems, and networks that support our communities and nation.
