Recent Accomplishments and Current Activities

  • Creation of a Regional/Local Stakeholder Engagement and Information-Sharing Work Group to examine existing practices and suggest improvements. The Work Group identified several challenges impeding outreach and engagement of cross-sector stakeholders at the regional/local levels and limitations on information-sharing and collaboration. The Work Group issued a summary of findings and recommendations to overcome these challenges and promote and facilitate risk-based regional and community infrastructure security and resilience. 

  • Hosting presentations and interactive discussions on U.S, Department of Homeland Security and Sector Risk Management Agencies’ resilience priorities and activities. RC3 members and partners heard from Assistant Directors of two key divisions within the DHS Cybersecurity and Infrastructure Security Agency (CISA)—the Stakeholder Engagement Division and Integrated Operations Division—and from the Environmental Protection Agency on their respective programs and capabilities. 

  • Investigating how CISA’ Gateway could be expanded and adapted to enable regional secure data sharing, integration and analysis for authorized cross-sector users. RC3 members and partners were provided an overview by the Gateway Program Office of the web-based platform and how it enables CISA mission partners to access tools and information for vulnerability assessments and risk analysis. Ideas raised in follow-on discussion included creation of regional information-sharing “hubs” within the Gateway to support cross-sector stakeholder risk assessments. 

  •  Exploring adaptation and expansion of CISA’s Regional Resiliency Assessment Program (RRAP) approach for cross-sector stakeholder use.  RC3 members and partners were provided an overview from the RRAP Coordinator followed by interactive discussions on how the RRAP could be leveraged to enable nationwide implementation of stakeholder developed and managed regional risk and resilience assessments.


  • Examining CISA’s National Critical Functions (NCF)s and their potential application to assessing all-hazards risk at the regional and local levels. RC3 Members and partners were provided an overview by CISA’s National Risk Management Center on the NCFs, followed by interactive discussion on how this might be achieved and potential implementation challenges. 

  • Contributing RC3 subject matter expertise to national policy development and implementation through providing principal drafting and inputs to white papers on implementing regional risk and resilience assessments and on overcoming challenges to meet the resilience needs of low-capacity communities. The RC3 also contributed extensive comments based on member expertise to updating the 2013 National Infrastructure Protection Plan.
